Electrical outlet for HRV inside ceiling bulkhead

Hello,

The mechanical engineer has installed the HRV including the supply and exhaust ductwork in a ceiling bulkhead. Access hatch has been provided for maintenance access.

For such HRV installed inside the bulkhead, would it be better (code compliant) to install an electrical outlet in the ceiling and bring the power cord of the HRV out of the bulkhead OR install an electrical outlet inside the bulkhead.

My concern is around possibility of dust related safety issues if the receptacle is installed inside the bulkhead.

I'd appreciate your comments and suggestions.

I don't know what an HRV is but isn't it a requirement for all fixed equipment to be permanently wired not plugged in?
 
HRV is a Heat Recovery Ventilator. Almost all HRVs are usually only available in a plug-in version.
