I am looking for a design / drawing program for combined electrical / plc control panels, any help will be greatly appreciated

AutoCad Electrical should do the trick.

There are lots of programs to do this with. Some more specific than others.

Pro-E, Solid Works, AutoCad, CadKey. There are so many programs is comes down to a matter of finance.

Try AutoPlan from Bentley (used to be Rebis)

The program works with the plant P&ID and help create the wiring, PLC moduls, etc.
