Can anyone recommend a supplier for small quantities of high permeablility low Hc materials for electromagnets and motors? I would like to do some prototype work with Permalloy, Supermalloy, Hipernik, etc. but am having trouble finding a few small pieces. I can find materials such as Mumetal, but the prices are extremely high. I could also use some C1010 low Carbon steel if anyone knows of a small quantity supplier.

This may not be easy - one possibility is:
maybe you could contact one of their local offices and they may be able to advise you. Incidentally, some soft magnetic materials require rather complex heat treatments after machining etc, in order to achieve their advertised properties, but not necessarily the ones you mentioned.
Another possibility is:
they operate in several countries, this link is for US customers; for Permalloy they mostly supply foils i.e. sheet form for laminations.
I agree it is expensive.
 
For E-magnet and motor the optimal material is Si-Fe alloy.
