electronic and magnetic ballast for fluorescent bulb

Will using let say 40W electronic ballast with a 20W fluorescent bulb cause any problem ? Will it work fine ?

With magnetic ballast ?

The fact that the ballast has a specification of 40W, it means that the higher workload that the device can work with is 40 W or less. So, I don't see any problem if you use a 20 W lamp.

Ballasts are designed for use with specific lamps. I would not automatically assume that a 40W ballast would work with a 20W lamp. It might, but this should be verified. The ballast provides starting voltage but also is designed to limit the current through the lamp during normal operation.
