Elevated flare steam control valve flail safe position 1

In our elevated flare system, the flare steam control valve failure position is given as fail close not fail open. What may be thinking behind this?

I suggest you go find the person who marked it fail close (FC) and ask them.

the steam valve is for equipment cooling and for smoke reduction, the failure mode has to do with the process / mechanical design, you might start with vendor data for the flare tip supplier
 
Well, also, think about what the steam does as it enters the flare? Does "too much" steam cause a potential catastrophic failure, or no steam flow?
 
I probably would have expected a fail open valve with an orifice assembly to limit maximum flow.
 
for the control valve of steam we have a bypass line with orifice and It will be lined up continuously to ensure minimum steam goes to the tip.. so whats the necessity of control valve having fail to open which might cause catastrophic failure.
