Elevator Buffer Reactions - IBC

An elevator cut sheet in the US lists a buffer reaction as 32,000lbs, which has obviously been increased for dynamic forces.

IBC 1607.8.1 requires "Elevator loads shall be increased by 100 percent for impact"

I believe that no further increase on those loads are necessary, as they have been increased well beyond 100% for impact by the manufacturer.

Can someone convince me, otherwise?

In further thought, I believe I have only seen static and dynamic up at the sheave beams.

So, if these are loads at the base for a traction elevator (the buffer as you have stated), then I think your assumption that these are dynamic is a good one and go for that allowed stress increase.
