Elevator lobby

In Boston mass. Most high rises have the entrance to the elevator lobby’s glass which has closely spaced heads 4”-12” from glass and 6’ apart. The situation we are in has the lobby finished with a sheet rock ceiling and the tenants space open construction. See picture. They want just uprights in the tenant space but I am saying they need to frame a soffit to drop Pendants in to meet the code for heads protecting the glass. My understanding is the glass is serving as a smoke barrier which is protected the same way a atrium would be under NFPA 101. Any thoughts?

I am thinking call Boston city, and get it in writing the requirement.

I take it you do not have an atrium condition?

And it sound like Either Boston has allowed this allowance, or someone is trying to do something not to code??
