EMI, EMC and safety regulation and testing requirements 1

Dear all

I am located in Australia. I have been involved in electrotonic equipment manufacture and design in various industries for few years. However there has been no one who can give me clear guide line as to what is requirements for obtaining EMI, EMC, Safety and other electrical test in different jurisdictions. The information which I have been receiving has been conflicting at best from various experts.

Is there any reference for me to read in order to understand what is required by deferent regulations especially (USA and Europe) regarding obtaining approval in these jurisdictions?

I am not looking for the technical details but the actual regulation which states the standards which apply and what type of devices are affected.

I am not sure about other countries, in the United States, laws are public records and the records must be presented within a reasonable time. Recently, almost every jurisdiction publishes their laws on the Internet and should be found through a Google search, although, you have to get through a lot of chaff before you find the meat.

Even with access to these laws, keep in mind that each jurisdiction adopts laws through their own process and on thier own schedule. Some jurisdication may not have a requirement, some may be enforcing very old standards, and some may not have an enforcement process.

This is why I am a proponent of national organizations making model laws that can be adopted across the country and for state laws versus local law, to avoid having a large library of codes and standards.

I'm surprised you are not aware of the A or C-tick requirement that covers Australia and New Zealand. It is basically the same as the CE mark in Europe and, in a nutshell, HAS to be applied to any electrical device that has the potential to emit and be influenced by radio frequency interference. You cannot sell an electrical product in Australia/NZ without this mark. Applying the A or C-Tick mark means you comply with all relevant standards governing EMC, so it is the final stage not the beginning.
How can you design and manufacture something without knowing the standards they should be tested/designed/manufacturered against?
