EN36A carbursing core hardness

Can we acheive a core hardness of 40-45 HRC from carburising operation while achieving 60-63 HRC on surface on a EN36A Gear?

Normalising/stress relieving
then
carburising & quencing in oil
then
tempering

Is above mentioned a ideal sequence of the operations for EN36A?

Depending on the gear size, yes you can achieve that core hardness. Independent of gear size, you can achieve that surface hardness.

The process sequence you listed is a standard one for producing gears with the properties you listed.
 
Ideal for what application? Oil quenching directly from the carburizing temperature will maximize the core hardness, but will tend to increase the retained austenite in the case, which reduces the case hardness, sometimes below 60 HRC. Multistep heat treatments are typically used to develop the best compromise between case and core properties. Have you looked at any references on case carburizing steels in general, and this grade in particular?
