What is the normal velocity of exhaust from either nat gas or diesel engines leading up to a heat recovery unit?

"Normal" is such an elusive concept. Check with your engine manufacturer. If you are looking at Cat engines, then they have a document titled "Gas Engines Application and Installation Guide" for each series engine that includes an extensive "waste heat recovery" chapter (for the 3600 series it is 13 pages). This document talks about kg/hour exhaust flow rates and minimum temperatures, so if you know your exhaust size you can calculate the velocity.
