Horrified by the train accident in East Palestine Ohio and I noticed a tweet from a local resident that asserted that the "controlled" burn-in-place solution for the remaining vinyl chloride tank cars was the best option available. Seems that it may have been the only option available and if that's the case then I wonder what might be a reasonably effective system capable of providing better options?
We clearly do not have adequate capabilities to extinguish fires due to events like this.
Another example was the ITC Tank Fire, Deer Park / Houston Texas back in March 2019.
Is there any standard that provides guidance? NFPA would seem like the right folks to tackle this to me, but to my knowledge their standards are all about prevention. Do they have any standards pertaining to an adequate engineered response? Or is this covered by any other ragagep?
