Engineered soil for controlled infiltration in basin?

I have a project in an area underlain by limestone. I want to control infiltration rates within my basins and other BMPs, but not seal them. Can anyone point me to a resource which will help me design a layer of soil to line the basins that will control infiltration?

Are there any controlled-rate geotextiles? The lowest flow rate I could find is 5gpm for the fabrics.

Consider testing the in-situ infiltration rate of the native material, then using the measured rate to compute how much bottom area to let open to existing soils, then seal the rest of the pond bottom.

In other words, instead of trying to line the entire bottom with an engineered soil designed to slow-the-flow (and may or may not perform as intended), seal the bottom except for one or more "window(s)" where water percolates into the native material (for which performance can be measured during the design phase).
 
I am involved in a septic system design for a 5br house.
Conducted percolation tests on the soils and rates were in the 2 to 3 miutes per inch range.The soils are sandy,gravel mix. Local health department will not allow a system to be placed in the these soils. I am looking for a procedure to remediate the soils to slow the percolation rate.
 
you need to remove and replace with better material. you might be able to process your soil by screening and possibly by blending with fine material - but that is labor intensive and difficult. it may be easier to just import fine material which meets your required perc rates and waste the other.
