Engineering Change Request (ECR) Software

Hello all. Currently, at my work place when an engineer wants an engineering change request (ECR) implemented he/she fills out a paper form and hands it off to another person who enters it into a file on the network drive. There must be a more efficient way to accomplish these ECRs, perhaps a software package? Does anyone know of one or currently use one they could recommend?

I spotted shareware ECO routing&manegment system on Cnet-shareware.com just search for ecodemo .I haven`t downloaded or used so I can`t tell if it may be of use I hope so !!
