Here is a starting point:
For ground vibrations

Airborne environmental noise may be restricted by Federal, State, Local, or Project (via Environmental Impact Statement) sound criteria. Here are several searches:
Search: epa impulsive noise guidelines

Search: quarry blasting noise

Search: demolition blasting noise

I have rented a ground vibration monitors that includes a triaxial geophone sensor and microphone. It measured and recorded both vibrations and sound simultaneously. The time delay of the sound wave compared to the vibrations were evident. Generally the time of day for allowable blasting and peak sound pressure are covered by specific criteria for a job site.
