EPA Effulent Turbidity Limits

Hi:

I was wondering if anyone has been able to decipher just what EPA is trying to propose with its new turbidity effluent limitation for construction sites. It doesn't seem to be a hard proposal for a regulation but more of a request for comment on several proposals. Anyone have any insight on this? This is the link to the announcement: Thanks, Bart

This appears to be a request for comments on the EPA's proposal for a regulation that they have narrowed to 3 options. They are pushing Option 2. It appears that this option would require numeric turbidity limits be met for certain sites through chemical assisted clarification and filtration as well as non-numeric standards(passive controls) for other sites.
