Is it allowed to use European material like S235JR in a storage tank to API650 to be erected in the USA?

"European material" is not a problem, but it helps if it's produced to one of the standards that is included in the specifation. It might be worth checking to see if the material has dual or multiple certifications.

Check Appendix N, if your plates are correctly documented and are compatible with the ones listed in the 650 standard, you should have no further problems.

Thanks, I'll try to get a copy of the API650.
Is that the only specification needed to have a storage tank built and accepted?

The standards required depend on your involvement in the project. If you are an owner, you can "have a tank built" without any standards at all, though that's not the way it's normally done. You can hire consulting engineers and tank manufacturers who can furnish all the paperwork. The following are some standards that may or may not be involved in any given project:
API-650, tank standard
API-2000, venting standard
NFPA-30, governs siting and spacing of tanks
ASCE 7, gives seismic and wind loading for the US.
ASME B&PV Code, Section IX- Weld qualification
Possibly various building codes or fire codes applicable to the project.
Code of Federal Regulations applicable to the project (available online)
Any state regulations applicable to the project
OSHA rules applicable to the project

We are based in Europe and often our suppliers offer EN material.

The requirements of the API are pretty clear: Vendor shall certify that the material produced and tested according to a national standard meets all the requirements of API 650 Table 4-2. If it is not possible, Vendor shall choose another material among those listed in the API 650 chapter 4.
Alternatively, as JStephen said, the Vendor can provide dual or multiple certification for the material.
Hope this helps!

We also are located in Europe, but we have to quote the delivery of pre-fabricated parts for a 3000 m^3 tank to be erected in the USA or Canada. Is it possible to send a copy of chapter 4 to adsl614059@tiscali.nl. (I'll buy the complete API 650 if it's an order)
