European requirement comparable to NEC 210.23 (1) Permissible Loads

Hello,

Great forum, first post.

In the US, a portable device that has a detachable cord may only be rated a maximum of 80% of the branch circuit current rating per NEC 210.23 (1). Is there an equivalent European requirement? What is the safety standard that defines this?

Related, does China have a similar requirement?

In the UK our plugs incorporate a fuse which is sized to proect the applicance flex, so there is no direct equivalent to that regulation in BS 7671
