Excessive construction project weld reject rate

I have read a lot of posted data relating to weld reject rates and what people and or projects believe to be an excessively high reject rate.

Regardless of the perceived acceptable rate, all rejects get negative press and doesn't matter if its based on skills, materials or interpretation.
Question, The rates seem to be high in the Gulf Cost Region and looking for suggestions on improvement.

It seems that welding process skills vary by area and what I believed as typical/standard combo welder ( GTAW/SMAW, GTAW/FCAW )seem to be very challenging for the locality and welder availability seems to be also very low for the areas. Many average (at best) welders are job hopping and companies seem ok with that and take the welders back as the Turnarounds, job tryouts etc. are completed. Our companies are providing NCCER training and have training/test trailers on site.

Just curious what approach the experts in the welding arena are taking to mitigate the lack of current welders and skills?

In the early days of the Oil game here in Aberdeen, there were Fabrication Companies who had a very severe policy.

If a repair was called that was attributed as a Welder Defect, ie slag, porosity or LOF, then the Welder was off the clock ie not paid while he repaired the work.

If he had repeated repairs then he was off, gone, sacked! Hard days then! That made for good welders who turned out excellent work with very low repair rates.

Can't do that now as people have 'rights'.
