existing FRP tank needs penetration above water mark 1

Have a small community water system with an existing atmospheric horizontal capsule-shaped or pill-shaped 8,000 gallon FRP tank. We're doing some upgrades to the distribution system and want to include adding a 2" penetration to make an overfill line for the storage tank. i'm curious if there are gasketed fittings out there and if the community has crossed this before and handled it differently. Also interested in procedures if necessary to make the penetration. we have a manway at the top, a 3" normal vent opening at the very top of the tank, a 2" nozzle outlet at the bottom, and a 1" nozzle above the high water mark.

What is the profile for the side of the tank? If the tank isn't too long a tank of that size could probably use a standard bulkhead fitting or tank penetration, which has a rubber gasket disc on both sides. Drill the hole, push through the fitting from the inside and then tighten. Here is a picture:

The other option that I think could be used is a spin-welded fitting, but I haven't used those myself. That would eliminate the need for the gasket but would need a flat surface to attach to the tank on.

Thanks. after talking with contractors and tech reps, we came to the bulkhead fitting a couple days after posting and went with it. good to hear someone else suggest the same.
