is there any recommendation in any reference to use an X bolt in lieu of M bolts in shear tabs sliding joints.

Do you mean M bolts (metric)? Or N bolts (threads not excluded from the shear plane, the opposite of X bolts)?

I don't think that shear tabs with slotted holes are appropriate for use in sliding joints.
These joints are prone to cramming with debris, or rusting solid such that the slide you expect won't be realized.
I would recommend looking into a sliding joint using a teflon bearing pad, and looking up
I believe that there was a significant structural collapse based on this detail, but the name of the structure alludes me at the moment.
