Where can I go to get to know how to design an expansion loop. For thermal oil 250 deg C, circulation pump. What is the "hydrostatically balanced" expansion joint?

Suggest you re-post your question in the forum of Piping and Fluids Mechanics Engineering. Talented people in that forum can give you some good suggestions.
For expansion loop design, you need to do piping stress analysis to find out where and how much the piping is overstressed or if the reaction loads at pump nozzle are too high. Expansion joints may be needed but you definately need expansion loop(s) to resolve your problem.

The manufacturer of the thermal oil you are using should have a very good design handbook for piping in general and pumps in particular.
Even with these handbooks I still would recommend that someone versed in the design of piping systems be involved.
