I had the same problem and i wasn't able to export support reaction from ETABS 9.6 to SAFE12.1.1.
I send email to CSI Support and the answer i got wasn't even a solution, I am copying the exact words i got from Support:

"This is intentional as some user wanted to export the supports used on floor levels when model is exported from ETABS to SAFE and now program is not exporting a load where restraints were used. In the current program, you can replace restraints to stiff springs so loads can be exported to SAEF v8 program.

We decided to export the reactions from ETABS v9.6.1 (will be done once SAFE v12.2.0 is released) to SAFE v12.2.0 only for Base slab/mat regardless user has specified a restraint or spring. For all other floors, program will only export the restraints instead of exporting point forces."

I solved my problem by opening the ETABS9.6 file in ETABS9.5 and then export the reaction to SAFE and that worked.

Good luck.
Let me know if you need further help or more explanation.

thank you
soory for my english.

V9.5 indeed is working when you export floor loads and loads from above...although for foundation loss of accuracy is encountered from the last analysis run log.
