Fabrication of a stamp holding vessel 1

In regards to the fabrication of a vessel, my question is. Can a fabrication shop that has an ASME QA program with welders tested under the requirements listed in Sec. IX fabricate parts of a vessel without an ASME code stamp then send the parts to an ASME code stamp holding shop for completion as well as RT and Hydro and stamp the vessel using there stamp? For example, can I have a non stamp holding shop weld the head to a vessel under the supervision of my QA “For my stamp” then send me the part I complete the welding "add nozles and man-ways" in my shop RT and Hydro the completed vessel and use my stamp? Or is the welding from the non stamp holding shop not aloud?

No. One cannot simply weld “parts for vessels” or “complete vessels” in “Non-Code” shops where the "ASME accredited" Certificate Holder simply appoints someone to be responsible under their control to weld vessels or parts of vessels.

The following interpretation was revised in 2002 to change the replies from "yes" to "no" because the earlier version of this interpretation [VIII-l-89-247] circumvented the ASME Certification Process.

Question: May a manufacturer, who holds a valid ASME Certification of Authorization and Code Symbol Stamp, contract a shop, which does not hold a valid ASME Certification of Authorization and Code Symbol Stamp, to fabricate vessels requiring the ASME Code Stamp when the non-Code shop’s welders are qualified under the Certificate Holder’s WPS’s, and all provisions of UW-26(d) in Section VIII, Division 1 are met, and are under the control of the Certificate Holder’s Quality Control manager?

no stamp...no partial data
 
Thank you for the reply. My thought process came from the earlier “yes” in 2000 so I was unsure an unable to look it up in my current location. Thanks for the help.
