Fabricator reluctant to stamp ASME certification mark with U designator

Hi All

We are now fabricating a heat exchanger, TEMA type BEU. The fabrication is considered partial fabrication as the front end channel is not part of the project scope (re-use the old channel).
To to this "partial" fabrication, the fabricator is reluctant to stamp ASME certification mark with U designator, instead offering and NBIC R stamp.
I still insist for an ASME U stamp as this is new fabrication eventhough not a complete unit, but definitely not a repair to an in-serviced heat exchanger.

Can you clarify this matter. Thanks a lot!

So a pressure bearing part is coming from elsewhere? It's not their design or have they manufactured it, so of course they wouldn't U stamp it.

Even if it was one of their existing units, they won't know what happened to it when it was in service, whether it has been repaired on site etc. so they cannot guarantee anything with it. If it's critical to have a U stamp, you may have to just have them manufacture the whole unit and get that stamped.
 
Thanks Caloooomi for the feedback. Yes, the channel head that is to be reused was not manufactured by the same fabricator.
So it is true that we cannot insist for U stamp if the vessel is not a complete fabrication. Maybe we should use Partial Data Report and R-stamped it instead.
 
A U2A is used for parts that are certified by the manufacturer as meeting ASME Sec VIII requirements. The fabricator can and should apply the U stamp for such parts whether or not he designed the part(s). If it was designed by others he will state so on the form.
 
The stamping should be per UG-116(h) and the part would be accompanied by a Partial Data Report per UG-120(c).
