Facility Siting

I have to do a facility siting analysis for my plant and was wondering if anyone had any recommendations for an outside resource? I googled Facility Siting and saw a number of companies, but was hoping someone with experience with any of the companies can give suggestions.

What is the purpose? Environmental, production? New plant? Economic? Are you looking for a new site?
 
I'm looking to do the analysis for an existing facility for solvents and isocyantes which we have in storage tanks and other large volumes (reactors) and are covered under PSM and NJ TCPA programs, which require it. The PHAs we have done don't really include except a few sentences that don't explain much. What I'm used to seeing is items like modeling of onsite consequences / overpressure or blast circle/etc. We have some scenarios where blasts/overpressure can occur, but no one really knows how far the impact truly is.
 
Recently we used Baker Risk and I feel we got a good service, undeniably compliant with OSHA PSM. I have no idea the cost.
