chicopee: not sure he was proposing to literally make the coil and add fins to the pipe... I think he was intending to connect steel pipe to a coil, that typically is made of copper for the reason you describe.
Isn't there anything in the code? Usually the code will list approved materials. I've never really looked for the code section for proof, as I know that copper and steel pipe are common materials for heating and cooling applications.
The heating/cooling system mains further upstream (larger sizes) are undoubtedly CS, why would there be any doubt as to its acceptance all the way to the coils? The choice of copper over CS for the smaller piping at coils is usually economic. The client's specs usually call out a break point, usually at < 2.5".
