is it possible to use black steel or copper pipe to be install chilled water piping in fan coil unit FCU and what standard I will use to justify that both can be use.

If you are worried about corrosion - don't be as long as you keep oxygen out and pH up.

Black steel has lousy in comparison to cu piping has a lousy conductive heat transfer coefficient.

chicopee: not sure he was proposing to literally make the coil and add fins to the pipe... I think he was intending to connect steel pipe to a coil, that typically is made of copper for the reason you describe.

If you use steel pipe with a copper coil, you should use a dielectric fitting between them to prevent corrosion..

di-electric unions have a tendency to leak - so there is that.

If you remove oxygen and keep pH up there is no corrosion. It also is always standard practice to use corrosion inhibitors regardless.

Isn't there anything in the code? Usually the code will list approved materials. I've never really looked for the code section for proof, as I know that copper and steel pipe are common materials for heating and cooling applications.

The heating/cooling system mains further upstream (larger sizes) are undoubtedly CS, why would there be any doubt as to its acceptance all the way to the coils? The choice of copper over CS for the smaller piping at coils is usually economic. The client's specs usually call out a break point, usually at < 2.5".
