I have been asked to determine the velocity/range of velocities during cycle testing in order to size the pump required.

The specs are as follows amplitude varies from 0-500 psi frequency varies from .5 to 30 hz. The pressure and frequency will be set by the end user depending on his/her test requirements.

I am not sure what governing equations to use. If someone could help guide me I would greatly appreciate it. Thank you.

The flowrate does not matter as long as we can provide the pressures.

What are the equations I need to use?
 
Flowrate = Volume_of_fluid_needed / Available_Time_to_fill

Try picking up a Crane Technical Paper 410, "Flow of Fluids." It has all the equations you will need ... and then you might be able to figure out BigInch's comment about flowrates. (hint, you haven't come close to giving anyone enough information to otherwise help you.)
