Fibre Elongation as per AD 2000

Hi All,
I am designing a pressure vessel by the AD 2000 code. I am able to find all the requirements likes impact testing, NDE scope, and PWHT. Although I am not able to find the fibre Elongation calculation formula. I have read sections HP 7/2 and HP 7/3. I was able to find heat treatment requirements for post forming for cold formed products in HP 7/2, it mentions if the elongation is greater than 5% then PFHT is required although I am not able to find the formula. The materials which I am working with are
1. P265GH (carbon steel)
2. X6CrMoNiTi17-12-2 (Stainless steel)
The thickness which I'm working with are under 20mm mostly for both the materials. So we are performing cold forming at our shop
I am completely new to this code. My experience with ASME is fair enough but can someone please help me out.

The 5% limit must be measured after forming.
The ASME VIII Div 1 formula is used to establish the limit, but it must be measured after forming.
