Due to the distance between the transformers and the P&C that it would be beneficial to provide local protection relays in wall mounted boxes adjacent to the transformers that allow for the REF CT and protection to be connected to it and also to pick up the other transformer alarms and trips.
These relays would then be connected to the main circuit protection relay in the P&C room via a fibre optic connection and use Goose messaging for alarm, trip and any control.
The relays can be of any brand. We are looking for a low cost solution that works.
It should be noted that the differential protection for the circuit (132 kV CB to 11 kV incomer) will come from a new 11 kV switchboard installed local to the new transformers and therefore compatibility with the new switchboard will be required, It is unlikely we will know what the switchboard will be but assume it will be an ABB ZX1 with Relion relays.Is this solution possible?

The cost of the relay hardware is only a small portion of overall long term cost to commission and maintain a protection setup. I would only select relay brands than are commonly used in your geographic area and that your crews or local consultants are familiar with.
 
My question is Can we connect only 2 IED's via fibre with IEC61850 comparable Ethernet switch to exchange goose messages ?

Yes. That 's how it's generally done. Ruggedcom and others make L3 switches for this application.
