Field data collection devices & software - For water industry

Can anyone recommend any handheld field data collectors that are suitable for medium to rough field usage. Ideally needs to have the ability to run an MS Access database?, be able to store electronic field sketches and diagrams, have easy transfer of data back in the office and finally allow integration of recorded voice memos and digital video files.

Once the suitable hardware is found, what is available in the way of dedicated software. I need something that is able to record data associated with Foul and Surface water sewers and all data related to them. No GPS will be used all data will be punched in by hand and combined with other recorded data back in the office.

So far the only thing I ahve found possibly suitable is from Rockware INC and is their Field Data Recorder software. Does anyone use this on an iPAQ and if so what do they think about it.(Ideally in a water based working environment)

We use a winCE based pda called a Husky.

Can use access, word, all the usual wince stuff, plus its robust.

Other software for mapping, drawing etc can be added without problems.
 
We use PocketPC on a RECON data collector. It's resonably priced and extremely durable, the field testing on these things are incredible and they are water proof!
