Field Review Apps for Tablet or Phone

I need to setup an improved field review process from site. The current process being used with one client is not functioning adequately and I need to improve it. This tool needs to be simple to use to track photos, and create reports that can be uploaded to a site so I can access remotely. What are others using? I know there will be a cost, but there is a larger cost of not having something I am comfortable with.

Bluebeam. I haven't used it personally for this, but I worked with a GC who used it extensively to track construction progress. Had a mil-spec case on the tablet and walked around the job site. He'd pull up the drawings, take a screen shot, annotate and embed photos right there. Made for some of the most thorough RFI's I've ever seen. And his daily log was extraordinary.

I imagine it could be adapted to field inspection reports easily.
