fill surface on imported geometry problem

hi everybody,
i have an imported igs, which i want to add a fill surface feature to it, but the boundary edges are broken as you can see in this image.how can i fix this boundary?

You can first try the join command on all the edges, there is a merging distance that will close small gaps.
