Fillet problems

I'm working on impellers, and fillets are almost always a problem. This fillet doesn't want to generate bigger than 1/16th, where 1/8th is required.

Does anyone know tricks to get them to work?

Have you tried a Face fillet?

You will probably need to post the model so the underlying cause can be found.

I'm having trouble with the fillet on between the impeller vane and the shroud, shown by the blue line in the picture.

And I did try face fillet, that's a little more successful, but it won't get me near the 1/16th radius I need.
