filling a floodway

can you take a piece of floodway property and dig a hole on the back side of the property and bring the fill to the front side thus makeing a place for the water to go, can this be done and make fema happy.............thanks

"digging a hole" will likely not satisfy FEMA unless you can convey water through the "hole". You had better get an experienced flood hydrologist to guide you with your development planning.
