what kind of occupancy/ business is it

what is the local city building code, and edition??

this is a buidling that have class rooms and residence in Toronta conservation area.
school kids go there and stay for couple of days study about nature
the existing builing is about 11065 sq-ft and addition is 2765 sq-ft
the loacl code is Ontario builidng code and also NFPA codes applied.

sorry not familiar with OBC, and not sure if it is bascialy the IBC,

But look at the fire protection chapter in the building code and see if it requires it because of the type of occuapncy and size.

I am going to guess NO

the easy way is to ask who ever reviews plans for the addition.
