First, you may read NFPA 20 Code to understand the requirements of the fire pump. And then, prepare the pump specification and contact a pump vendor for the detail design.

If you decide to have a diesel engine driver for the pump, you should verify any EPA compliance in your city. Be careful with the pump vendors from other state or country. They may not fully understand the EPA rules in your area.

I have attached a hand made sketch of the necessary water flows needed in order to make a fire pump selection.
It is a first step to understand the fundamentals and once you have an understanding and the hydraulic calculations then you can contact a fire pump manufacturer such as ITT Industries which has on line performance curves on their lines of product.
My sketch shows four main curves labelled 1,2,3,and 6. Curves 4 and 5 are resultant curves from 1,2,3.
Also, you may want to contact your commercial line insurance company safety division for their fire specialist to help you.
Good Luck!
