NFPA 20 requires pumps to be designed for 150% of duty.
Based upon your experience should the piping be also design for 150% of duty flowrate?

I disagree, the piping should be designed for the 100% - otherwise the system will try to operate at a lower head and greater flow rate. From memory the 150% flow is at 60 or 65% of the design head.
