flagpole foundation design

HEllo All,

Looking for help in finding what code/manuals etc. are acceptable to use for designing a 35' flagpole foundation.

I'm in California, so wind speed is relatively low.

Figuring an 11' x 8' flag.....

any tips appreciated, but primarily just trying to figure out what literature is used for an engineered design. Thank you
