Flanged Thermowells in ASME Sec I Piping

Hi,
I'm looking for some help with code interpretation. We are working on some HRSG piping and have a client who requires "flanged" thermowells. The thermowell manufacturer would be making two welds connecting the TW to the flange (J groove weld one side, single bevel with fillet cap on the other side).

This application is ASME B31.1 Boiler External Piping, so I'm wondering if this can be done if the thermowell manufacturer is not in possession of an ASME code stamp. Could this perhaps be classified as a "prefabricated" material, similar to the rules of ASME I PG-11?

I understand all rules for BEP piping follow B31.1, but I've not found much help determining the answer.

Have you contacted any of the flanged thermowell vendors with this question ?

This particular ASME issue has been around for a long time... I am sure someone else has asked this question to the vendors before
