Flood load direction vs wind

Flood load on a plate that is inclined to the direction of the current is taken to act in the ducting of the current. Wind load acts perpendicular to the plate rather than in the wind direction. Is this because wind is faster than some threshold where it causes lift rather than drag? If so, what is the threshold? TIA.

I would argue that the wind load method is probably more accurate, and that neglecting the vertical component of flood loads is a (typically reasonable) simplifying assumption. How reasonable would depend on what your flat plate is doing.
