Foam for kiddies toy

Hi all ,
I am working on a childrens toy , which uses a foam projectile . I am looking for a suitable material which is obviously light weight , but can be painted , but is tough enough to withstand a small child chewing on it ! . Obviously as this is toy we need to be sure the material will pass all the relvent safety tests etc . So far I have looked at PU and EVA , but are there any others which would be worth considering ?

I would consider polyethylene foam for it's non-toxic characteristics. It used for those foam noodles that are sold as swim toys. PU is made from toxic monomers and tends to degrade back into them.
 
Definitely PE.
But you can't paint it.
Okay, you can, but the paint won't stick.
... especially when chewed.
Flaking paint doesn't belong in a child's anything.
So buy it colored.
