Foam Glass Insulation - fire case

I have a reactor that is insulated with 2" of OC Foam Glass 1. It protected by 304 stainless. Can I take credit for the foam glass when calculating the required relief rate?

I might be off track here, but you might want to look at Table 5 in API-521 and see how the Environmental Factor 'F' is determined for use in calculation - I must admit your stated insulation is alien to me.
 
See the footnotes on that F factor table in API 521- will your foam glass insulation remain intact with high velocity fire hose jet stream ?

If not, go for this insulation which is typically used in the oil/ gas business to enable taking full credit for its insulation during a pool fire :
