This usage is applicable to Mil-STD-7885 blind rivets.
Requirement #3 is surprising, unless I accept that the locking ring is always effective, which I don't, having pulled a few Cherrys myself.
So often, the reason for using the blind rivet is that the tail is in an inaccessible area, hence uninspectable.
The tribal knowledge that has reached me forbids using these in critical locations. The comparison with #7 does not make this clearer.
