Foundation and Finished Floor Elevation on Sloped Ground 1

We are building on sloped ground. It is residential construction, concrete foundation with wood framing. Elevation difference north south is 6 feet (on either side of the proposed house). Owner would like to have one flat finished floor, with entrance in the middle of house (east side) and does not want any steps. Can we set finished floor so that we have foundation wall 3 ft above finished floor on north side and 3ft below on south site. Then frame wall on this stepped foundation. .

Is it Slab on Grade or Wood floor system? Regardless, while you can build what you propose, you have a lot of waterproofing details to work out. One side will be like a basement while the other side will be similar to a crawl space if wood or slab on grade if not.
 
Foundation walls generally have to be 9-Inches above grade.

Anything is possible.

Since this site is sloping crossways to the entrance, you may have site drainage running crossway over the sidewalk.

It is recommended that the finished floor should be above the rim elevation of the sanitary sewer in the street to prevent backflow from the sanitary sewer.

Is this a wood floor on concrete slab?
 
The Foundation wall is not only above but also above the finished floor. In a typical construction here, the wooden floor joist sits above the foundation wall, but in this case, the foundation wall is above floor level. How do we attach the wood flooring system to the foundation wall?

How about attach wood ledges to anchors embed and protrude from the concrete foundation. Or thicken the foundation wall below the floor. There are many ways to do it, I believe.

A sill plate is cast into the wall. The foundation wall height is constructed as high as necessary. See the illustration from Merriam-Webster.
