Foundation re-bar grounding

I have a foundation with embedded re-bars. This will not have no electrical equipment on it. Question is, does the code require re-bar grounding?

There is electrical service in the building? Please be more explicit with the application.
 
Sorry for lack of details. This is an outdoor pad with only concrete tank on it, and no electrical service. Foundation is enforced with concrete.
 
If you do not have a moisture barrier under the slab, the bars themselves will be a grounding electrode.
Google "Ufer Ground".

There is no requirement by NEC to ground rebar for this type of application. Grounding rebar is one of the approved methods by the NEC to used as a grounded electrode (Ufer ground) for electrical service entrance.

If there is no electrical service entrance, there is no purpose to ground the slab rebar.
 
If this foundation is a part of a substation or power station yard a touch and step calculation has to be done.
I'd prefer to connect this foundation to the grounding grid. For construction details see-for instance:
