I don't understand this framing. It only has a ridge board. What is keeping the rafters from spreading outward?

Combination of cantilever on the left and folded plate mechanics (whether they meant it to or not).
 
Also, gotta love the hinge in the 2-story wall
 
Plate action of the boarded diaphragm gives a lot of added stiffness and could easily take the lateral spreading forces back to the end walls so you would expect a concentration of diaphragm forces wanting to get out into the end walls at the eaves on the gable ends.
 
I wouldn't say easily, but in reality, probably, for a while anyhow. But would you put your stamp on that?

Depending on the loading on the wall, that might be short enough for the plate to span between diaphragms/returns in the wall. Maybe.
 
Talk to me in a few years after they get 2' of snow on the roof and some extremely windy days. Not something I would be putting my seal on.
 
My house was built like that with a hinged wall at the stairwell. During that wind storm right before Christmas, every screw in that wall popped. I'll probably be spackling that wall every year for the rest of my life.

Assuming you don't want to open up the whole wall to add new studs, you could do a little homemade repair adding a wood girt at that hinge just from the inside. Could use a nicer looking piece of wood so that it looks decorative and not structural.
