Are there any free online tools to identify and highlight closed basins? Thanx

Can you expand on your question? I'm not sure anybody understands what you are trying to accomplish.

What I want is to ID and hilite closed basins on topo map to prove where they are. Fl WMDs MUST limit discharge rate and volume to closed basins. Regular open basins must meet only 25yr/24 hr storm... but closed ones must meet 25 yr/96 hr limits..... per FAC 62-330.400 5 a and b rules, and rule 40C-4.054 (1)

Now WMDs do NOT even have MAPS that show the drainage paths as part of TSRs or tech staff reports. Thus gov board votes and approves permits w/o key knowledge of effect on nearby closed basins. How can Gov board undestand effect of permit IF TSR has NO maps?????


Just came across WMD permit that discharges to closed basin and said basin is NOT even listed as receiving water.
SJRWMD tech staff report did NOT even state that closed basin was an OUTFALL. Thus when Ian hit flood occurred on land locked lake....It would have flooded anyhow BUT not to such an extent.

Would not a "closed basin" (like the Great Salt Lake, or Salton Sea) show on a topo map as elevation lines that form closed loops? the closed loops indicate peaks or basins. It is easy to tell the difference.
 
closed basins are easy to ID for engineers. WMD boards have NON technical people that approve development permits. Tool is to hilight the closed basin to insure that ALL persons realize the existence and criticality of CLOSED basins in runoff path of new development. Note that law/rules and the WMDs treat closed basins with stricter standards for runoff.

A fl development must meet multiple standards. FL Statute or law, FAC code, DEP rules, WMD rules; and county or city rules. NONE of that oversight caught that a developmnet in volusia county had runoff to a CLOSED basin.

And when IAN hit the neighbors of new subdivisions got WORSE flood than pre dev. site would have generated.
