I have down loaded and installed the Title Block Editor and it works great. You can also customize it for your company needs.

This is a great tool. The only question I have is on copying the catdrawing and gifs. Are there any samples of title blocks that come with Catia. We do not have any title blocks and to make one from scratch seems like a waste of time. The ones that are installed with the editor seem only to be B size drawings. Where can I find some title blocks to add to this tool to modify for our blocks?
