Fugitive emission test / Leak testing

Hello,

please could anybody clarify me the difference (if any) between "Fugitive emission test" (i.e. as per ISO 15848, Shell 77) and "Leak Testing" (i.e. as per ASME V Art. 10, various appendixes)? It may be a stupid question, but I still haven't figured it out!

I have not read through and compared the one against the other. Apart from that, they are both regulations/procedures requiring that you have to do the tests/fabrication and prove that you have done all according to the given rules. As long as the one does not explitcitly give that the tests also qualify for the other, you will have to have tests explicitly done for the other.

Quite another thing is if the end user will allow products with the one certification for a project where the other is described. This will depend on what is allowed 'locally' for the project. (End user, certifying authorothies for the project, branch- and local rules etc.)

 
ISO 15848 Is specifically written around testing the fugitive emissions from a valve. It has specific test parameters, and acceptance criteria.

ASME section V article 10 is a much more generic set of rules if you do leak testing on something could be anything and does not appear to have any acceptance criteria. I haven't read it in depth but it appears to me to be a little like EPA Method 21. You could probably do your ISO 15848 test and be in compliance with ASME V art 10

As a side bar if looking into valve fugitive emissions I would consider looking at API 624 instead of ISO 15848. The ISO document has too many levels of temperature, duration and acceptance criteria making it confusing to figure out what you exactly need and the units of measurement (Mg/m-sec) are hard to apply real world. The API 624 document has a much more cut and dry method of test and acceptance criteria that can be applied real world.

I'm told the new revision of 15848 coming soon will fix some of the issues but I haven't seen it yet.
