Full containement LNG tank internal piping 1

dear Gents , I hope everyone is having a nice day,
Im working on an a design of full containment LNG tank, there is already an existing tank and we are supposed to design the new tank as the existing one
the issue I,m puzzled about is the internal piping ( purging lines, balancing lines ..etc) some of them are routed through the concrete tank but for the new tank the contractor chose to route them through the annular space (which will be filled with perlite).
my question is which option is better on the long run to avoid any leaks especially for routing it through inner space it might be subject to perlite loads during cooldown.

Look up the history of the old tank. Was there any leaks or other degradations of the piping you are taking about? If nothing significant has happened then why go for any change as you are already designing an identical tank?

I will suggest you to listen Dhurjati Sen (Materials) .

I am curious to learn what will be the argument of the contractor when a serious leakage occur with the risk of fire and explosions ?
My suggestion will be ; all pipe connections should be made via the roof of the tank.

You may post the proposed piping detail to get better responds..

A sketch would help, are they proposing penetrations if the inner tank below the liquid level? Doesn't that defeat the whole purpose of a full containment tank? Usually all the pump wells, piping, etc. penetrate only through the roof.
